Preface
Oulun Electric User Service Agreement (hereinafter referred to as "This Agreement") is a zhejiang Oulun Electric Co., LTD. (registered address: Yuhang Economic Development Zone, Hangzhou city, Zhejiang Province; Contact address:NO.17 Tangmei Road,Yuhang Economic Developent Zone, Hangzhou city, Zhejiang Province, hereinafter referred to as "we") and/or its affiliates are responsible for providing services to customers (including members of Oulun Electric, registered users and visitors of Oulun Electric products and/or services, and other consumers using Oulun Electric products and/or services, etc.), The service agreement applicable to the provision of online products and/or services (" Oulun Electric Products and/or Services ") by you on the Oulun Electric Platform.
This Agreement constitutes a prerequisite for your use of Oulun Electric products and/or services. Please read the terms of this Agreement carefully before using Oulun Electric products and/or services. We kindly remind you that we have highlighted in bold and/or underlined the terms of this Agreement which (may) have a significant bearing on your rights and interests. Please pay attention to and focus on reading them.
This agreement provides us with a generic user service agreement for providing Oulun Electric products and/or services to you through the Oulun Electric platform. This Agreement shall, from the date of release, replace the user service agreements (if any) of The Web terminal, App client, wechat official account, wechat mini program and other client terminals. Due to Oulun electrical products and/or services of the sort is more, the corresponding function is different, and different service for specific products and/or services, we may also develop a specific user service agreement (hereinafter referred to as the "specific agreement"), in order to spell out in more detail to you specific Oulun electrical products and/or services. Your use of Oulun Electric products and/or services (including but not limited to downloading, installing, starting, browsing, registering, logging in, using, paying for, free trial or experience) (hereinafter referred to as "Use Behavior") indicates your agreement to this Agreement and/or specific agreements and/or specific rules. If you are not willing to accept this Agreement and/or specific agreements and/or specific rules, please do not use any Oulun Electric products and/or services.
If you continue to use Oulun Electric products and/or services after this Agreement and/or specific agreements and/or specific rules have been updated, you agree to be bound by the updated Agreement. If you do not accept the updated agreement and/or specific agreement and/or specific rules, please do not use Oulun electrical products and/or services, or only to the extent permitted by technology, use unupdated versions of Oulun Electrical products and/or services. Oulun electric products and/or services are suitable for adult users over 18 years of age. Minors are required to use Oulun electric products and/or services under the guidance of a guardian.

Under this agreement, we provide Oulun electrical products and/or services to you in the following ways :(1) introduce Oulun electrical products and/or services and provide corresponding services through the official website of Oulun electric; (2) Provide Oulun electric products and/or services other than the official website of Oulun Electric through various clients; (3) any software related to the above two categories of products and/or services; (4) Other Oulun electrical products and/or services we provide to you from time to time.
The specific types of Oulun electrical products and/or services we provide to you through our Oulun Electrical platform include:
1. Oulun Electric official website
We provide you with a brief introduction of Oulun Electric company, introduction and support of Oulun electric products and/or services, as well as links to the official online mall and other content through the official website of Oulun Electric.

ou understand and agree that any content separated from Oulun electrical products and/or services by malicious cracking or other illegal means does not belong to Oulun Electrical products and/or services as agreed herein. All the legal consequences arising therefrom shall be held responsible by the perpetrator, and we will investigate the perpetrator's legal responsibility in accordance with the law. You understand and agree that this Agreement may be changed (including but not limited to modification, replacement or upgrade) due to changes in national policies, Oulun Electric products and/or services themselves and the environment in which this Agreement is performed. The modified agreement will be posted on the appropriate location of Oulun Electric platform (including but not limited to announcements and messages within Oulun Electric Platform) for announcement.
Your use of Oulun Electric products and/or services may involve the provision of related services by third parties (such as third-party payment tools and other third party SDKS). You understand and agree that, unless otherwise provided by law, we shall not be liable for disputes or risks arising between you and third parties if you directly enter into contractual relationships with third parties as a result of your use of third party services (for example, you have signed a third party user service agreement with a third party payment tool, etc.). We kindly remind you that before you accept the services of any third party, please carefully read the user service agreement, privacy policy and other legally valid documents concluded between you and the third party.
2. Account rules
(I) Account registration
You understand and agree to fully use the electrical products and/or services, you may need to be registered in some Oulun electric platform related account, to avoid doubt, for convenience, context refers to the above all for the use of Oulun electrical products and/or services and registered account are collectively referred to as "Oulun electric account", but it does not mean that all accounts have consistency, Or all the above accounts can communicate with each other.
You understand and agree that for Oulun Electric products and/or services that require a user's registered account to be used, the "Oulun Electric Account" represents your credentials for using the relevant Oulun Electric products and/or services as a registered user. Some Oulun electric platforms allow unregistered users to browse, but some functions are limited, depending on the actual function Settings of specific Oulun electric products and/or services.
After you register your Oulun Account, you will normally log in by using your registered mobile phone number plus your mobile verification code. You must keep the verification code sent to you by Oulun Electric client strictly confidential, and Oulun Electric will not be liable for any loss caused by your disclosure of the verification code.
(2) Account management
You should ensure that the registration information you fill in is true, accurate, complete and legal. If there is any change to your registration information, please timely supplement and correct the relevant information. If your registration information is false, vague, missing or illegal, we have the right to suspend or terminate the provision of some or all of Oulun Electric products and/or services to you. You shall be solely responsible for any loss caused by your failure to provide true information or timely update information, and Oulun Electric shall not assume any responsibility for this. If your failure to provide true information or timely update information causes damage to the rights and interests of you or a third party, Oulun Electric will not bear all legal liabilities. Oulun Electric reserves the right to take legal action against you or a third party if any damage is caused to Oulun electric's interests.
You understand and agree that when you apply for registration and subsequent use of "Oulun Electric Account", the account nickname, profile picture and other registration information you submit shall not contain any content that is illegal, violates social customs or violates the rights and interests of us or others. We have the right to check the legality of the registration information you submitted. If there is any violation of laws, social customs or infringement of our and other people's rights and interests, we have the right not to register. If you have registered your account or there is illegal or bad information in the registration information you submitted, we have the right to unilaterally take warning, correction within a time limit, temporary closure, permanent closure and other measures without notice, and you shall bear all the responsibilities caused thereby.
You understand and agree that you will not use any means to maliciously register the "Oulun Electric Account" (including but not limited to using invalid mobile phone number, using other people's mobile phone number for malicious registration) or use the "Oulun Electric Account" to conduct illegal activities, disturb, harass, deceive other users or commit other acts in violation of this Agreement. We have the right to unilaterally take warning, correction within a time limit, temporary closure, permanent closure and other measures against the accounts with the above behaviors without notice, and you shall bear all the responsibilities caused thereby. At the same time, we have the right to refer these acts to the judicial authorities.
(3) Account keeping
You understand and agree that the ownership of the Oulun Electric Account belongs to us and that you have the right to use the Oulun Electric Account only to the extent permitted by this Agreement. You are responsible for all actions that occur under your account. You should keep your "Oulun Electric Account" and password properly. Unless expressly provided by law, you are not allowed to donate, transfer, lend, rent, sell, share and use your "Oulun Electric Account" with others, or conduct valuable transactions. Otherwise, we have the right to unilaterally take warning, correction within a time limit, temporary closure, permanent closure and other measures according to the actual situation, and you shall bear all the responsibilities caused thereby.
If you find that your "Oulun Electric Account" and/or password are used illegally or abnormally by others, you shall immediately contact customer service or send us an email or other means (refer to Article 16 of this Agreement) to notify us, otherwise all use of this account will be regarded as your own behavior. When you notify us, you should provide your true and valid identification materials to prove your registered user identity. If the materials provided by you are not true or do not meet the requirements, you may not pass our account security verification, which will lead to account retrieval failure, and the corresponding risks and losses will be borne by you.
To ensure the security of your account, we may periodically or irregularly verify your account in different ways, including but not limited to input verification code authentication and short message authentication. If you are unable to complete the verification or refuse to do so, we may reasonably suspect that your "Oulun Electric Account" is abnormal or stolen, and may suspend services to you or take further measures. If you think you have the relevant evidence to prove that your account does not exist anomalies, please contact with customer service or send E-mail to us and so on (see article 16 of this agreement) to contact us, you to contact us at the same time should provide you with a real and effective identity certificate, to prove that your registered user identity. We will evaluate and deal with it in a timely manner so as not to affect your normal use of Oulun electric products and/or services.
(iv) Account cancellation
You have the right to cancel your Oulun Electric account. You may cancel your "Oulun Electric Account" through customer service telephone (refer to Article 16 of this Agreement) or online customer service (if supported by relevant products) (except as otherwise provided by laws and regulations or this Agreement). Please note that canceling your account is irreversible. Once you cancel your account:
1. You will not be able to log in or use "Oulun Electric Account" or the corresponding Oulun Electric products and/or services provided by us for you;
2. It is deemed that you have automatically given up your existing rights and interests (including but not limited to giving up existing membership points, grades and benefits, etc.). We cannot help you retrieve any content or information related to your Oulun Electric Account, such as your personal information and historical information (including but not limited to membership points, grades and benefits, etc.). Even if you obtain a new Oulun Electric account by registering again, you cannot claim to use the previously owned service without paying again just because you purchased the unlimited use service. Therefore, you are advised to back up all information and data related to the account to be deregister before performing this operation.
After careful consideration, if you still need to cancel your Account, you must also meet the following conditions when canceling your Oulun Electric Account:
1. Your "Oulun Electric Account" has no disputes, including complaints and reports;
2. Your Oulun Account is in normal use, and when you submit the cancellation request, your Oulun Account has no restricted records;
3. Your "Oulun Electric Account" must be unbound from other related accounts (if any), and you can contact our customer service to unbind your account in the way described in Article 16 of this Agreement.
From the application for cancellation of "Oulun electric account" at the end of the logout success during this period, if your Oulun electrical accounts in dispute or disputes, including but not limited to, complaints and reports, litigation, arbitration, organs of state has the right to investigate and so on, we shall have the right to suspend or terminate your Oulun electric account cancellation process, without having to get your approval separately.
We remind you that your cancellation of your Oulun Electric Account does not release or mitigate any liability arising from your use of your Oulun Electric Account prior to your cancellation.
Rights and obligations of users
(1) User rights
You may use Oulun Electric products and/or services only to the extent expressly authorized by us under this Agreement. During your use of Oulun Electric products and/or services, you have the right to:
1. In accordance with the terms and rules of this Agreement, the use of Oulun Electric products and/or services, at any time to us with comments and suggestions related to Oulun Electric products and/or services, to help us better provide services to you. If you have any questions or dissatisfaction, you can contact customer service, send us an email or other ways (refer to Article 16 of this Agreement) to give us feedback, we will answer you as soon as possible.
2. You may consult us with respect to Oulun electrical products and/or services and are entitled to reasonable technical support from us with respect to Oulun electrical products and/or services, provided that such consultation or support obligations shall not exceed our reasonable capacity.
3. You may upload text, pictures and other content within the scope permitted by Oulun Electric Platform, but the content you upload shall not violate laws and regulations, infringe upon the legitimate rights and interests of third parties, violate the provisions of this Agreement or commit other improper acts.
We reserve the right to review the content you upload to Oulun Electric Platform by ourselves or entrust a qualified third party. If the content you upload is suspected of being in the above improper circumstances, we will unilaterally reject your upload, directly block or delete relevant information without notice. You shall bear all the adverse consequences caused by the above, and we shall not bear any loss caused by your improper behavior. If your actions cause adverse consequences to us, you shall be responsible for eliminating the effects and compensate us for all losses incurred thereby, including but not limited to property damage compensation, reputation damage compensation, attorney fees, transportation expenses and other reasonable expenses incurred due to rights protection.
You understand and agree that we have the right to store your uploaded content. You authorize us to make reasonable use of your uploaded content, including but not limited to product analysis, publicity, promotion, etc. You understand and acknowledge that we have the right to delete your uploaded content if it has exceeded the reasonable storage period or is in violation of laws and regulations. We do not assume any responsibility for any impact caused by such deletion. We kindly remind you that if the content you upload is particularly important to you, please back up the content you upload in a timely manner to avoid unnecessary losses to you.
4. Within the scope permitted by Oulun Electric platform, you may forward and share the promotional pages of Oulun Electric products and/or services and the benefits obtained during the use of Oulun Electric products and/or services to a third party platform (such as wechat, etc.). The detailed agreement shall be subject to the actual functions of Oulun electric platform.
5. Other rights shall be subject to the actual functions of Oulun electric platform.
(2) Obligations of users
1. You understand and agree that when you use Oulun Electrical products and/or services and connect them to the Internet, you shall be responsible for the upstream and downstream network communication and traffic charges incurred by your use of Oulun Electrical products and/or services, which will be directly charged by the network operator. You can set the network usage information through the Settings page of Oulun Electric Platform.
2. You understand and agree to abide by the terms and rules of this Agreement, and timely review and observe the terms and rules published and/or updated from time to time by Oulun Electric products and/or services.
3. You understand and agree that you shall abide by the Constitution and other laws and regulations of the People's Republic of China when using Oulun electrical products and/or services. Including but not limited to the law of the People's Republic of China on guarding state secrets law of the People's Republic of China copyright law of the People's Republic of China computer information system safety protection regulations "computer software protection ordinance" Internet electronic bulletin service management stipulation "the information network transmission right protection ordinance" network security act and related laws and law stipulated by the computers and the Internet Rules; Should observe public order and respect social ethics and shall not harm the network security, may not use the network to endanger national security, honor and interests, incitement to subvert state power and overthrow the socialist system, incitement to split the country and undermine national unity, promoting terrorism, extremism and promote ethnic hatred, ethnic discrimination, the spreading violence, pornographic information, Fabricate and spread false information to disrupt economic and social order, and infringe on others' reputation, privacy, intellectual property rights and other legitimate rights and interests. (6) Provide others with programs and tools specially used for intruding into the network, interfering with the normal functions and protective measures of the network, stealing network data and other activities endangering network security, or knowingly provide others with technical support, advertising promotion, payment and settlement and other help;
(7) Interfere with or destroy Oulun Electric products and/or services or servers and networks connected to Oulun Electric products and/or services, or fail to comply with the provisions of this Agreement;
(8) Willfully or unintentionally violate any relevant Chinese laws, regulations, rules, regulations and other legally valid norms;
You understand and agree that our background will record and keep all your violations of laws and regulations, this Agreement, or infringement on the rights and interests of us or other third parties, and may delete, block or disconnect links based on its own judgment according to circumstances; Stop providing services or closing accounts for you, and have the right to inform or assist government departments to investigate and punish violations and submit them to relevant departments as evidence.
You also acknowledge that, due to reasons beyond the control of Oulun Electric, the information you post on some Oulun Electric platforms may fail to be stored, delayed or published, but understand and agree that Oulun Electric will not be held liable for such failure.
Points, grades, welfare and lucky draw
You understand and agree that some Oulun Electric platforms provide users with points, grades, benefits and sweepstakes, etc. We have the right to determine the rules governing points, grades, benefits and sweepstakes, which shall be subject to the rules governing points, grades, benefits and sweepstakes published and actually displayed for the products and/or services of Oulun Electric.
In order to give back to users, Oulun Electric will regularly or irregularly launch a variety of lottery activities. If you do not want to receive advertising SMS related to Oulun Electric products and/or services, you can unsubscribe by replying "TD" to the short message push, or by contacting customer service or sending us an email (refer to Article 16 of this Agreement).
Price policy and payment method
You understand and agree that you may need to pay corresponding fees to purchase some oulun Electric products and/or services provided by us through Oulun Electric platform (such as selling Oulun Electric products in the Micro mall of Oulun Electric wechat platform, and making up the balance for the part exceeding the redemption limit of points, etc.). We have the right to decide and adjust the price policy of Oulun Electric, and the detailed stipulation is subject to the price policy published and actually displayed for the products and/or services of Oulun Electric. However, you should understand and agree that the price information of some products and/or services is subject to change from time to time and you should pay the corresponding fees according to the price of Oulun Electric products and/or services when you submit the order for settlement. We kindly remind you that before establishing legal relationship with a third party, you should carefully read the user service agreement, privacy policy and other legal documents of the third party. Any risks that may arise when you use third-party payment tools (including but not limited to incorrect input of transaction information or illegal activities using your account or bank card or other valuable cards) may cause corresponding economic losses to you. We will not assume any liability for the aforementioned risks and losses on the premise that we fully fulfill our obligations under the terms and rules of this Agreement and comply with the provisions of the law.
7. Orders and logistics
When you place an order to purchase physical goods of Oulun Electric through oulun Electric platform, Oulun Electric or its authorized dealers shall undertake the obligation of supplying goods to you and providing after-sales services such as return and exchange. You understand and acknowledge that Oulon Electric and oulon Electric's authorized dealers are independent entities, and Oulon Electric shall not be liable for any damage caused to you due to the fault of the authorized Dealers other than statutory liability.
Please confirm the name, model, color, price, quantity, specification, consignee's name, telephone number, detailed address and other information of the products you buy carefully when placing an order through The Oulun Electric platform. For the performance of the order, both parties agree as follows:
1. When you represent individual from Oulun electric platform to purchase products and/or services for personal consumption, buy Oulun electrical products for or on behalf of the unit and/or services, in Oulun electric platform to submit your order and pay in full after the success, Oulun electrical or its authorized dealers with you about the goods or services between the business contract is established. 5. You agree and confirm that Oulun Electric has the right to unilaterally refund the goods to the payer's account and cancel the order if any of the following circumstances occur before the goods are shipped out or received:
(1) Orders are generated by abnormal processes, including but not limited to illegal participation in purchase restriction activities and destruction of order generation procedures with illegal software;

17. Dispute resolution
The establishment, entry into force, performance, amendment, supplement, termination, interpretation, performance and dispute resolution of this Agreement shall be governed by the laws of the Mainland of the People's Republic of China (for the purpose of this Agreement, excluding the laws of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Region). If any provision of this Agreement is invalid due to conflict with the laws of the Mainland of the People's Republic of China, such provision shall be reinterpreted as closely as possible to the intent of the original provisions of this Agreement, and the other provisions of this Agreement shall remain in full force and effect.

5. You and we are independent entities, and in no event does this Agreement constitute any warranty or condition of any kind, express or implied, by us to you, nor does it constitute an agency, partnership, joint venture or employment relationship between the parties.
